Feds decline to charge FBI agent who killed kidnap victim

HOUSTON — Federal authorities say they will not charge an FBI agent who fatally shot a hostage during a rescue attempt in Houston last year.

Daryl Fields, spokesman for the US Attorney’s Office in San Antonio, said Wednesday that after an 11-month investigation prosecutors “declined to proceed with federal criminal charges.”

Harris County District Attorney Kim Ogg said in a statement that her office now has an obligation to present the case to a grand jury to determine if state charges are warranted.

The decision by federal authorities comes after Houston police Chief Art Acevedo in October said the agent’s explanation for why he shot the hostage “is not supported” by evidence reviewed by police investigators.

Authorities have said 47-year-old Ulises Valladares was kidnapped in an attempt to extort money from his brother.

They say the agent used a rifle to break a window at the home where Valladares was being held. A startled Valladares grabbed the weapon, prompting the agent to fire.

Convicted rapist killer strikes again after getting out of jail

A convicted rapist killer who strangled a teen in 1981 and was suspected of cutting out the eyes out of an earlier victim has been arrested on a new rape charge, six years after he got out of jail. Christopher “Crazy Chris” Aniades, 62, is being held on an attempted forcible rape charge after he allegedly attacked the victim, according to the city Department of Correction. He’s being held at the Eric. M Taylor Center in Queens on first degree attempted rape, according to the city Department of Correction website. His arrest on Aug. 2 was based on a warrant issued by the state’s Division of Parole. The NYPD and the state DOC said they couldn’t provide details on Aniades’ latest offense. Aniades, who was released on Aug. 20, 2013 after spending more than 30 years in jail, became a poster boy of the violent 1980s in New York, when homicides routinely reached 2,000 a year.
