A man was walloped by a car while wearing a Jamaican flag as a cape and dancing on a Brooklyn street in the early morning hours before the West Indian Day parade, according to cops and video of the crash. The man was dancing on East 80th Street near Paerdegat 12th Street in Canarsie at about 3 a.m. when he was plowed into by the driver in a Honda sedan, police said. The man was launched backward into the car’s windshield and then flung into the air, the video shows. He miraculously escaped without serious injury, authorities said. Police arrived shortly after the crash, but the man who was struck refused to cooperate with them, cops said. He also refused medical attention. The driver of the Honda remained on scene and was not charged with a crime. On Friday we will get the latest look at the nation’s employment situation. The consensus of the “experts” is that 170,000 jobs were created in August. That would be slightly better than the 164,000 in July. The unemployment rate is expected to remain at 3.7%. There don’t appear to be any exaggerated estimates by the Labor Department in August. So Friday’s number won’t be tampered with much. Traders will be looking to see if the tariff war with China is having any impact on employment. But remember, the Labor Department said last month that its new job count was off by 20% for the year ended in March. So whatever job gains are reported for August should be taken with a pillar of salt. Hurricanes are bad. There’s no doubt about that. The big ones like Hurricane Dorian, which is expected to hit parts of the East Coast this week, can cause an enormous amount of physical damage — not to mention death and injury. And hurricanes even have an immediate negative effect on the nation’s overall economy. But can a hurricane like Dorian hurt — or even help — President Trump’s re-election next year? Will people who have sustained damage from this hurricane and others that might develop in the months ahead be spending on repairs at precisely the right time to help Trump? The Federal Reserve has looked at the immediate impact of past hurricanes. Fed Chairman Jerome “Jay” Powell will speak on Friday in Switzerland. Wall Street always hopes that he will tip off future interest rate policy. But it will be more interesting to see whether Powell says anything about Trump’s desire to have the Fed help him win re-election or weigh in on comments by former New York Federal Reserve President Bill Dudley that the Fed should work against the president. I don’t expect him to bring up either Trump or Dudley by name. But we can hope Powell will have had enough and address the substance of these issues. HOUSTON — Federal authorities say they will not charge an FBI agent who fatally shot a hostage during a rescue attempt in Houston last year. Daryl Fields, spokesman for the US Attorney’s Office in San Antonio, said Wednesday that after an 11-month investigation prosecutors “declined to proceed with federal criminal charges.” Harris County District Attorney Kim Ogg said in a statement that her office now has an obligation to present the case to a grand jury to determine if state charges are warranted. The decision by federal authorities comes after Houston police Chief Art Acevedo in October said the agent’s explanation for why he shot the hostage “is not supported” by evidence reviewed by police investigators. Authorities have said 47-year-old Ulises Valladares was kidnapped in an attempt to extort money from his brother. Federal investigators on Wednesday grilled the captain, surviving crew members and the owner of the scuba diving boat that caught fire and sank off of Southern California, killing 34 people. Detailed questioning took place over several hours as the feds are still trying to piece together how the tragedy unfolded early Monday morning near Santa Cruz Island, according to Jennifer Homendy of the National Transportation Safety Board. Homendy refused to disclose any details from the interviews. The captain and four crew members on deck were the only ones to survive when the 75-foot vessel — called the Conception — went under during a three-day diving excursion. Everybody else on board was asleep below deck and trapped when the blaze broke out, officials said. Crew members were also given alcohol and drug tests, said Homendy. A New Jersey woman allegedly stole a $28,000 diamond ring from her local Costco and replaced it with a $2,000 ring — which she swiped from a different Costco, cops said. Izaebela Kolano, 49, is accused of pulling the switcheroo on Sunday at one of the retail giant’s stores in Clifton after lifting the much cheaper ring from a location in Wayne, according to police officials. Kolano had traveled to the Clifton Costco — cheap ring in tow — and asked workers to see the more expensive one. She somehow swapped them out while employees weren’t looking and managed to make off with the pricier bling, cops said. Workers eventually noticed and notified police, who arrested Kolano at her home — but were unable to find the ring at first. After questioning her, officers learned that she had stashed it on a dead-end street in a nearby town, where it was eventually found. Authorities in Texas have identified a person suspected of illegally manufacturing a rifle and selling it to the man who allegedly killed seven people and wounded more than 20 others in West Texas last Saturday, a report said. Law-enforcement authorities believe the man lives in Lubbock, Texas, but his identity was not released, The Wall Street Journal reported. Investigators believe the suspect sold gunman Seth Ator the rifle in a private sale that allowed him to purchase the weapon without undergoing a background check, according to the report. Authorities believe the man was illegally buying parts to guns, assembling a single firearm and then reselling it, the Journal reported. Ator, 36, shot 29 people at random as he drove near Odessa, Texas, in the west side of the state near the border with New Mexico. Hurricane Dorian is now to blame for 20 deaths in the Bahamas — with more fatalities expected to be discovered amid a massive rescue effort across the storm-ravaged Caribbean country, an official said. Seventeen of the victims were from the Abaco islands, while three others were found in Grand Bahama — two of the hardest hit areas, according to Bahamian Health Minister Duane Sands. Officials are withholding the victims’ identities until their families are notified. The increased death toll was announced as rescue crews descended on the islands, using surveillance aircraft in the air and jet skis, boats and bulldozers on the ground to find survivors amid a landscape of shattered homes and flooded streets. The couple was shopping at the El Paso store with their two children when accused gunman Patrick Crusius went on his shooting rampage. Their lawsuit appears to be the first filed over the attack. The federal judge who oversaw Jeffrey Epstein’s dead criminal case is feuding with a Fordham School of Law professor over his decision to let Epstein’s accusers speak in court after his death. Fordham Professor Bruce Green for co-authored an editorial for Law.com called “The Judge in Epstein’s Case Should Not Turn the Dismissal Into a Drama for the Victims” on the same day the judge held a hearing allowing Epstein accusers to share their stories. Police were questioning a man Wednesday evening in connection with a suspicious fatal fire in Queens, according to police sources. The fire broke out at about 11:15 p.m. Tuesday on the first floor of a house on 219th Street near 89th Avenue in Queens Village, according to FDNY.
